can some one answer me why west cumbria can cherry pick from at least 4 rugby clubs to form what is is essence a county team?

Keighley and Gateshead do the same. It's nothing new and as Starbug said there is nothing to stop it from happening. Leigh have signed a few players from East & Miners 18s who have played and developed in the NYL anyhow.
Cumbria are top of the league so it's not a bad result, at least they managed to take a side up there.
