Because they still have their heads stuck in the 1950's .......
If you look at the changes to SL ownership in the last few years, the RFL had better up their game or lose control of it.
The financial clout available to Wigan & Leeds is being matched after takeovers by very successful businessmen at Warrington, Huddersfield, Widnes, and now Bradford & Salford. How long do you think they will be held back in promoting their clubs (and curtailing the potential incomes) by the "we can't leave the traditional clubs behind" attitude held by the RFL? And that includes shying away from shouting loudly at the BBC over lack of coverage.
