Which in my opinion is the problem.
I support the inclusion of the Crusaders in SL because in t'olden days Wales supplied some great players to our game. I recently read the Gus Risman autobiography and would have loved to have seen him play (my Dad can remember him when he was at the end of his career).
Billy Boston was another Tiger Bay lad.
In my era I can remember Roland Phillips at the Town and of course players like Jonathan Davies.
With the Celtic League teams in South Wales then - Worcester; Gloucester; Bristol and Bath just over the Border in the English Premiership - why would a top quality player go North even if they had a preference for our version of the code?
If someone wanted to put up the money for South Wales Franchise the RL were right to take the opportunity subject to certain guarantees.
In my experience fans are more likely to turn up and watch a struggling team of their lads rather than a struggling team of journeymen. [Of course if the journeymen had created a winning team then that would have been even better].
