Which is a snag with the Franchise system locking things down to once every three years.
I'd favour a hybrid system like Football League used to use, where the bottom placed has to apply for re-election.
Go for bottom three applying for re-election to Superleague at the end of every season with suitable candidates from the Champsionship and in time the French Elite. The decision would be with the RFL using objective criteria as under franchising.
If a club keeps to their promises then they're safe from relegation.
It would make it worthwhile to bring through new players.
It would have allowed the Crusaders the extra year before starting in SL too.
