It's some language encoding thing and seems to be associated with the site rather than a user's set-up (i.e. I see the same problem on different browsers (IE, Firefox and Chrome) on different machines on different networks). Not sure how it came about, but it's noted and I'll see what I can do. Because it looks crap.
EDIT: Having a look round the RLFANS network, it seems we're not alone. Either it's something on our servers (not my module) or the architecture the websites are built on. One to raise with tech support.
