I've heard people saying "the game is dying" for the past 124 years.
Licensing/franchising, whatever it was called, was boooorrrring. 10 games in and half the league had nothing to play for. Franchising only works if 80-90% of teams are operating at a similar level, like the NRL.
There's no reason we can't have P&R but with criteria in place too; obviously finishing top/winning the playoffs, mandatory Academies, Reserves, Foundations, and x stadium capacity. Revenue & attendances are too hard to judge, as promotion would see both increase.
I'd also put central funding restrictions in place for clubs which don't operate Ladies, PDRL, LDRL & Wheelchair RL teams.
