The RFL can always refuse to register him under those circumstances as it will in all likely hood fall outside their own Bye Laws. Although it may be possible i'm pretty sure it would not happen.

It's all just a riddle of terminology. Quota players are within the non-federation/overseas allowance, but the 'quota' is often referred when actually meaning the letter.

They could but on what grounds? (pretty sure they wouldnt have an arguement to do this legally)

One thing that does confuse me as that why is Luauki classed as a quota player, although he's carrying a Tongan passport? Is it because he has lived in NZ for 20+ years?
