Why would a millionaire need to spend millions or a fortune to get them back in the Premier League? Even if they did and did it properly the returns on such an investment could be more then worthwhile. People forget that City recieved £64 million pounds last year from Sky/BT alone, before anything else and in the next coming seasons when the new deal that is going to increase much more your looking at around a £100 million before any gate reciepts, shirt sales, sponsorships etc. Also City will be recieving generous parachute payments that will give them a big edge of getting back there.
You can't deny that the Allams initial investment was needed, but someone with a decent sensible long term plan could pay them back and still make money if they did it right, the PL can be a cash cow. Ok they don't own a ground that's a major issue for investors, but I'm sure if someone made a semi fair offer, and offered assurances about community and Rugby use etc I'm sure the council will be willing to listen, Allam was not willing to do either.
