To save gelt and increase the quality of the junior competitions, would be the obvious rationales - it isn't just a Rovers-Hull thing, btw, it's being considered across SL.
There is always a strain between providing opportunities and concerns about quality being spread too thin. At first team level we seem to swing between wanting rid of so many overseas players to give our own younger players a chance and cutting SL to as few as 10 teams to improve the standard (while inevitably reducing opportunities, but happily for the 10 providing a bigger slice of Sky cash pie).
There seems to be general acceptance that the junior grades do not provide very adequate preparation for the step up to SL. Hopefully by focussing resources and maybe having 2nd grade as under-21 or even under-23 the gap can be narrowed.
