I'd go along with that except for I would insist that if they had previously played for a different Nation then they should not be considered.
Once you nail your colours to the mast that should be it for me. None of this "I played for Scotland because I couldn't get in the England team but now the players who were in front of me are gone I want to play for England" or "Yes I was a junior kiwi and it was always my dream to play for NZ but as they won't pick me I'll choose a country that will"
Players should choose their country and stick to it, even if it means them not playing internationally, they should not be aloowed to change nationailities at the drop of a hat just to get a game IMO.
