The whole site development, so stadium complex, B1, B2, B8 etc requires a new signal controlled junction to Aberford Road & the new access road, that will ultimately replace & join back up with Newmarket Lane beyond the development. As part of the the Newcold planning application they will have to build the new road junction & this will have to be built now & will have to be built to a capacity/standard to suit the whole development.
They will also have to build the access road as far as their development site, for obvious reasons, which lies beyond the stadium site. As such, the first stretch of this road will ultimately serve as the stadium access road & this stretch of road will have to be a dual carriageway to create suitable match day access & egress capacity. However, unlike the road junction, the planners can not compel Newcold to effectively build this stretch of road by way of imposing a planning condition now because they simply don't need it for their development. That all said, while the current planning application only shows a single carriageway road, that equally does not mean that the first section of road might still get built as a dual carriageway straight away, just that it is not a planning requirement to do so!
We don't know at the moment what will get built in respect of the road until we are a bit further down the line, but if only a single carriageway section is built initially, it will have to be built so it can be turned into so dual carriageway easily afterwards, but this will need doing for the stadium.
It is just planning condition stuff, so don't get too hung up on it for the moment. They are still building a massive part of what is required for the stadium site.
