the reasoning appeared contradictory as the change in technique is to protect the tackler, not the player being tackled, as they reckon 80% of concussions are the tackling player, and from a whiplash type effect (assuming) from contact high up, so lowering the tackling position (more likely to hit the hip, knees etc) will reduce it
