No the alcohol laws are set by act of parliament, Sporting Events (Control of Alcohol etc) Act 1985 (as amended), controls the sale of alcohol at football matches. It is relaxed at some grounds for rugby but not everyone.

Each sport has different alcohol laws in conjunction with the above though and the governing bodies from some sports have extra laws such as FIFA who do not allow alcohol to be sold at any venue for any matches governed by them. The police also have the power to stop the sale of alcohol at any event they see fit or they just wont police it and then the event cant go ahead. If the RFL and the police agreed that alcohol could be consumed on Saturday in view of the pitch then theres nothing in the laws stopping that.
