Absolutely. Unfortunately it's just one example of the gamesmanship that is more and more creeping into the sport. The one I hate is players staying down with an 'injury' when there's a drop-out, just to give their side a rest. Hardly subtle, but referees are so weak that they allow it. The game only ever used to stop for an obviously serious injury, but now it's stoppage after stoppage.

I'd imagine that referees are under instruction regarding player welfare to stop the game as appropriate to allow treatment - the fault if gamesmanship is taking advantage of this is with the players and coaching staff themselves, not the referees.

The ref could call that player's bluff by faking to go in his pocket to get out his card and instead pulling out his middle finger at the guy who called for the card to come out.
