As good as it sounds (would love to see Wire vz NZ at the HJ!) I'm not sure it could work, it would mean NZ bringing over a touring party of 35 - 40 players.
I'd rather it be an international window, with potentially one of Tonga / Fiji / Samoa / PNG etc touring with NZ to play games vs Eng / Wal / Fra etc.
France could play a game vs England mid season then a warm up game vs NZ in October.
England could play France mid season and a warm up vs Tonga / Fiji / Samoa which would be a good game to warm up for a 3 test series v NZ in October.
France could then play games vs the touring Pacific Island team and Wales maybe?
Clubs get plenty of exposure during the season, I'd rather international games take the stage after Grand Final night.
