Yes, but that's a choice and not a law, and secondly, there's nothing stopping "volunteers" being trained up to be competent.
Obviously we're talking hypothetically here anyway - none of us are really likely to spend our spare time building a stadium, but as someone who works in health and safety I get fed up of people giving it a bad name by hiding behind "health and safety" as an excuse for not doing something.
Would we get away with having the whole stadium built as one massive practical project for the Salford City College HNC in Construction?
