I wonder if that's because there is possibly transfer fees involved and some players we are signing are contracted beyond 2013? My guess is clubs fear a backlash from their supporters and don't want it to rock the boat until they can announce replacements.
By contrast if players are in the last year and haven't resigned supporters are kind of expecting them to go and it's not such a big deal to announce that they are leaving.
