Thats the problem.
Look at the Major of Salford. Voted in with 20,663 votes out of a 44,873 turnout and 170,000 or so potential voters. That's approx 150,000 who didn't want him as Mayor. Only 13,653 actually got off their s to vote no and originally voted against having a major.
Its the same in many votes. Look at the public sector and their proposed strike on Thursday. Again, although the majority of people who actually bothered to vote stated yes for strike action, it is well below 50% of the total union members entitled to vote.
I find it very frustrating and annoying when so many people have no opinion or cannot spare ten minutes on yes or no votes.
