They are playing against North American teams because, as you say, there aren't any other African nations for them to play against. At least there is a guaranteed place for one of these teams, last time the winners of the Atlantic qualifying only got a place in the repechage competition. As for Morocco, they now seem to be actually making moves to establish the game there rather then just being a team of French heritage players as in the past. It's a pretty low level though obviously, I doubt they will be able to challenge in the near future.
