why a big ban?

Players don't get banned by how long the player they injured is out for.

It was wrong and was a cheap shot but I doubt he will get more than 2 games.

If it is season ending injury the punishment has to go towards reflecting thatI cannot see Cunningham getting away with less than 3 games
otherwise players could go out to maim other players in the hope that they then will not have to play them at a later date

They can, although I have to admit I've never seen anything recently that took it into account. However this is from the RFL's guidelines:
