They can, although I have to admit I've never seen anything recently that took it into account. However this is from the RFL's guidelines:

This wasn't a bit of 'biff'.

It was an intentional unprovoked assault on an unexpectant opponent.

In any other line of work, Cunningham would be questioned by the police.

You can punch someone hard and nothing will be done for it. How many times do we see punches being thrown around the play the ball and nothing is ever done. People are just getting ahead of themselves because there is a serious injury. The actual physical contact was minimal, Cunningham had a man on top of him so his backswing was non existent and he was holding a rugby ball. Try it, seriously, lie on your back on the floor with your shoulders down, hold a cushion in your hand and try to make a punch. It's impossible. Stosic was just very unlucky, one of those inocuous contacts in sport that have disproportionate outcomes but you can't do anything to Cunningham because of it. If they did they would have to start issuing bans for every minor indiscretion and I bet every single game of Super League has an event worse than the little half punch Cunningham did.

I've had worse on the football field believe me. Took a knee to the cheek once and it turned inwards to the same extent it used to turn outwards. Back to my beautiful self now though.

Clueless. KC probably bench presses 150kg from a similar position and has rock hard and powerful muscles from years of top level RL. I'd love to see any of us take a short jab from KC and dismiss it.

There's a serious injury because KC took the opportunity to inflict one on an unsuspecting opponent who may have just niggled him, but certainly didn't deserve that. Stosic was not unlucky; he was punched by a very strong man and has suffered damage.

Fortunately the RFL rules appear to take into account the damage done and length of time he may be out, as well as the unprovoked nature of the attack in the first place.
