I thought that until someone mentioned Sean Gleeson who I can't recall having a penalty been given against him in in his limitted appearances.
Webb is top of this list by far for me, the others can be seen as hard players who overstep the mark, Webb of late seems to just go out to intentionally provoke. |

I think you'll find that most of those are No Charge. The only guilty I could see was a £300 fine. Oh well I guess your right because you found his name on the link you posted.

I think Bailey would top most people's list. He certainly tops mine.
Mcguire is another player who has got increasingly niggly over the years and seems to get away with a lot. Seems to have come into his game as he lost some of his speed.
Micky Mac could be seen as your typical enforcer in the hooker role and he can be a great player, but unfortunately he sometimes goes over the top too and starts roughing things up although I wouldn't say he's as bad as Bailey, I'm surprised his name hasn't been brought up more.
Travis Burns, Mcgoldrick and Hock also worthy of mentions.
