To be honest most forwards and a fair few backs regularly give cheap shots if the oportunities arise. Some players develop a reputation meaning they are watched more closely than others and their indiscretions are more likely to be noticed. The art of a true grub is to get away with cheap shots so the king has to be Bailey. You could however list at least 5 or 6 at every team.

Add Rangi Chase to the list, the cheap shot on Ropati wont be forgotten by the Flat Cappers for a fair while yet (yes I know it was in the cup)
Farrel at Wigan needs to go on the list as well. Does plenty and the ref's don't seem to mind.
