The minor premiers (or winners of the Grand Final) in the league below SL should play the bottom placed club in SL.
If they beat the SL club they are promoted.
It's simple.
Celtic will finish bottom this season. What incentive do they really have to win games?? They will still get paid the same and get the money from Sky.
Celtic being in SL is stopping the best team in the next league down the opportunity of being in the most lucrative league the UK has to offer.

You're right.
Make a club's transition from the semi-professional ranks to the professional ranks dependent upon 80 minutes of rugby at the end of the season between part-time players and full-time players, and then give them exactly a year to become competitive in the full-time pro ranks, both on and off the field, signing players after the end of the season. And then make their continued full time status dependent on another 80 minutes of rugby after the season's ended, making 25 players unemployed if they lose.
Yep, it's certainly a simple idea.
Here's one that might actually work though:
Make a club's transition from semi-pro to pro status dependent on an overall assessment of the club, both on and off the field. Then give them a reasonable time – say more than two years – to prove they can successfully make the transition. Then have all the clubs – those in the full time comp already, and those wanting to join it – make their case for a place in the league and pick the best 14, or even more – if there's more than 14 up to the grade.
