and clearly only as an excuse to justify their belief that expansion doesnt work.
and following on from this, since expansion doesnt work, the RFL should just stick to english clubs for new positions in SL.

Les Cats are both a heartland club and an expansion club
They are from a town and area that has played RL for 70 odd years , therefore heartland
They are an expansion club in relation to British RL and more significantly SL |
