That's what my first thought was. The sentence doesn't seem to fit the offences at all. I wonder what was the reasoning behind it.

No, he's not saying that, and you know he isn't.
What he's saying is that in America he wouldn't have had 6 chances of being tasered. He'd have been shot as soon as the police realised he was an animal and was going to be extremely challenging to arrest.

Scott Moore was still a player at Wakefield Trinity when the incident happened. He was then released in the off season with the trial pending and signed for Bradford. It took a long time for the trial to take place hence he was able to play a full season for Bradford.
