Technically, a decade is simply 10 years, so you're both correct! 1996-2005 was also a decade, as was 23-32.
The current year numbering system started at 1 A.D., and so was the start of the first decade. It logically follows then that 2011 is also the first year of the succeeding series of decades, and that 2001-2010 was the previous one.
Like you say though, people tend to group decades based on the logical grouping of the "10" column into nineties, eighties etc.
