So from what I can see, it only impacts on players who play in World Cup qualifiers, meaning they can't change to represent another country in the World Cup finals itself?
So if some of the Welsh players for example who are currently playing in the European Cup decide they want to go represent England (and qualify to do so) in the 2010 Four Nations then they can.
Window dressing over the bigger issue IMO and the RLIF running scared of more legal action if they really put their foot down.
It wouldn't surprise me if the Europena Cup was used as a World Cup qualifier in 2012 so that would mean that someone playing for Wales in the qualifiers couldn't then turn out for England in the World Cup.
That is pretty much how it is in football. You could represent England in the Euro's (uefa jurisdiction) and then Australia in their Confed Cup. (asia) You wouldn't be able to play for another Country in the uefa or asia jurisdiction but would for someone in America.
Once you have represented a Country in a World Cup game (fifa jurisdiction) you are bound to that Country.

When you have played for one international team you should not be able to play for another. It should be as simple as that.
