I actually think that this is one aspect of the game which is handled fairly consistently and I'm reasonably happy with it. On the pitch there are (or should be) 26 turbocharged testosterone-fuelled athletes, playing on max aggression. Add into the mix the occasional incendiary incident and flare-ups are inevitable. I do NOT want to see any standard rule where anyone involved in such an incident disappears for 10 minutes, that is I think fair use if the ref thinks the player has lost it for now and didn't commit a sending off offence, but won't calm down, or the game needs something like that to settle the teams and stop them taking matters into their own hands.
Other than that, or indisputable red-card offences, I much prefer the current seeming policy to keep it 13 against 13 save for exceptional cases, but equally, I think a prohibition of sending off for punching would be ludicrous, and, of course, a thugs' charter. You can't be serious?
