I don't get the joke. On the unlikely off chance that you are being serious...

"40 years" is a length of time. To put it in laymans terms, it is how old you will be in 24 years time.

"At the top" could, if you were being almost incalculably obtuse, mean bradford have won the league for 40 straight years. Or it could mean that is the duration of time that has elapsed since bradford were in the second flight.
