Here are some tasty morsels to engender debate

The salary cap at present is limited to 50% of a clubs income upto a finite level of £1.825 million pounds.

This is interesting as i'm sure many of us were of the understanding that the 50% turnover cap had been binned off. Maybe some clubs have been spinning a lie to fans.

Its proposal is that for club trained players, the maximum value that they will represent towards the salary cap is £100k. Hence someone like Jonny Lomax or Sam Tomkins could be paid £400k a season but only £100k of that counts on the cap.
This then rewards clubs that develop their own talent, rather than buy in superstars from elsewhere, as imports or bought in players would count 100% on the cap.

The championship salary cap will be increased to £900k, I understand its about £300k at present

Club academies will be restricted to just 10. This is interesting as if you have only 10 academies then those clubs in SL without an academy would not benefit from the club trained player salary cap exemption and therefore would be at a serious disadvantage. Of course this could be mitigated if the 12 team league consisted of 10 English clubs and 2 French clubs. Makes me wonder if this is in the RFL's thinking.
Clubs without pro academies would be linked to centres of excellence. These would be part time and in an educational environment.

Some very good things with some slightly concerning ones

Hasn't the salary cap been at 1.6m for the last few years so the 1.825m represents a (modest) increase?

Really like the home grown only count for 100k of salary cap - could be useful in bringing jammer back too icon_wink.gif as well as keeping the likes of Roby and j-lo

Increasing the championship salary cap is a really good thing as well - we should see more of the "late developers" picked up by the championship clubs ala Walmsley which should be good.

The academy salary cap should be interesting - I imagine saints wigan and Leeds will be the clubs suffering from this -especially Wigan, given the tomkins money was supposedly gonna go on academy players ...

The document states clearly that the cap is to stay at its present level of £1.825 million.
So this would appear to be another area of misunderstanding between fans and governing body.

It does indicate that while the RFL is quite open in publicising documents. Its not very good at accurately getting the message across to the fans in general.

I do suspect myself that in some areas that the clubs are to blame for this, as its often in their interest to spread misinformation regarding the salary cap, to keep fans off their backs about why they are not signing players, or letting players leave.

Having gone through the paper properly now there are a few more points to be raised:

Every professional club will be required to maintain an u19 academy (5.4.1icon_cool.gif however £1.68million designated for player development will be spread around 10 academies (5.4.5) - are they expecting only 10 pro clubs? Or is it a case of the top 10 get the money?

They are in the consideration for the marquee signing ruling - this combined with the 100k home grown rule should really help increase the standard and at least allow the top clubs to compete for a decent standard of signing.

There also going to be much stronger punishments for clubs in financial difficulty

I assume so - though I'm sure if I looked hard enough I could find another figure again as chair maker said there's a lot of misinformation about - just not helped when two figures come from the same body!

The whole thing sounds to me as the rfl loading its bargaining chips with the disgruntled clubs

Why on earth are they planning to let the Championship clubs increase their cap by 200%. Absolutely crazy, they all lose money as it is. Unless they are getting a massive slice of the TV money it's just lunacy surely, unless I'm missing something?

No you have it spot on, the RFL are cutting the funding to super league clubs to Fund the extra expense to the top championship clubs.

The biggest confusion i have with all of this is we have a salary cap to keep it a level playing field but in the championship they are willing to give some clubs extra funding so how is that a level playing field? Its just going to mirror super league the same top 6 teams every season.

I think the RFL was going to increase funding to the 2nd tier. Hence the moan from the SL clubs about having their money diluted.

It would not cover the full gap, but it allows for an ambitious club like Featherstone with backers who can cover the difference to try and make the step up.

IIRC the reduction to £1.6m was done when removing the NICs. I'm guessing that it was possibly something to do with that EBT tax dodge that many clubs were involved with. I'm presuming it also prevented a few clubs going over the cap when they paid any past debt to HMRC.

The problem within the game is this. You have six clubs who are all pretty equal in terms of stadia owned or rented and income streams, sometimes like Huddersfield heavily subsidized by an individual and playing standards. Widnes and Salford have the infrastructure but not quite the playing potential.

Then we have the blur, Castleford and Wakefield for instance, protected by the concept of no relegation but have these clubs got more within their business than Leigh and Halifax?

So Leigh Halifax and Featherstone are in real limbo, they tick the boxes of the bottom four or five in super league but are left to play great traditional clubs like Hunslet who now for instance play at an athletics track with one stand only that holds around 1500 and they draw 400 a week to watch them. The risk is the three above lose the fan base and eventually their business and we continue with a stale split super league and a lower competition which will be competitive but the clubs like Hunslet Batley and Hornets could never be strong enough to sustain anything than basic part time operations. If you look at the game as a business model it is quite frightening unless something is done.
