It is saying Waterhouse will finish his career at Penrith this season, I think it means he will finish his Penrith career this season, not his whole career (its just worded really badly).
Both would be worth looking at but as with numerous threads at the moment, no-one can really see where we could fit them quota/non fed trained wise

According to someone on Twitter (an RL journalist), Wests and Gibbs were working towards a contract for the rest of his career. It then seems Wests changed their minds and told him he was free to listen to other offers, this was after other players became available. |
