People are just quick to judge the player offisde based on the ref, not the actual distance back of the player.
A game with fewer penalties will invariably be better to watch, so if a ref can get a team onside more often by whatever means, I'm all for it.

I am sure the criteria for a RL stadium is that the pitch is full size; especially one with no constraining factors, i.e brown belt land.
