It's relatively unusual as a surname, but the highest concentrations are in Lancs, now and historically; as for Jorge, yeh, I think you're right, unless it's creatively phonetic. Interesting, though, if it is, because George isn't a name you generally see written with a J by English speakers, even in the past: Gorge is a regular rendering, but not Jorge, at least in the north.
