There was a penalty in the Featherstone v Halifax game on Thursday night for exactly the situation you described. You're right though, they are as rare as rocking horse poo.
As for Tomkins cheating, it's complete nonsense. Watch any NRL game and you'll see the same thing happen several times during the game. As someone said before, if Tomkins did it against the Aussies to win us a match winning penalty, we'd be happy enough. It's something Maguire has brought over from Melbourne, where Billy Slater is a master of it
