I'm not sure that he is.

I know the common perception is that team captains are allowed to talk to referees but when I was being taught the game as a schoolboy (I know, I know a very long time ago), we were taught that the only player who could talk to the ref was a player who had just been penalised and then ONLY to enquire why he had been penalised.

I think this "captains rule" is a Sky invention akin to Eddie Hemmings thinking a player can't knock on if he's facing his own sticks.
