Surely us getting him under the cap has no bearing on whether he can get a visa or not..

Yes your contract has to run out with your original empoyees first.

The slant of the article is that Rovers can't get him under the cap and stories on paperwork mistakes are being used as a front until they offload someone. As mentioned already, Matt Orford's time from announcement to visa clearance (also in November) was less than 5 weeks and Clinton has a clean record, so if there was a paperwork issue he'd have had enough time to reapply and get clearance by now.

As someone who's stock in trade on here is cold, hard facts, you can't suddenly start using terms like that!
