Apparently it was changed to meet some of the ERDF funding requirements. It was stated that you need to provide social, economic and environmental 'outputs'. The towers contain (or are supposed to contain) biomass boilers and there was talk of turbines being sited on top of them. This is/was a way for the build to meet some of the environmental outputs that are required of the funding.
