The Chairman was on Radio Humberside tonight stating that the club hadn't signed off these issues and they haven't even been party to most of the changes. He speaks about the project management team having no experience with a stadium build hence as an example you have inadequate provision for toilets. He talked about the facility having adequate toilets for the capacity of the building but not when all the fans would want to use the toilets at the same time I.E halftime. and having a queue 40 deep for the toilet would be deemed as unacceptable.

There are 'formulas' in place for building control for all types of developments, these take into account minimum requirements based on expected usage, so I would assume that these are passed off by the BC officer prior to commencing the build, unless (highly unlikely on a contract like this) they have used a building notice and have cocked up and been caught out at inspection time by the BC officer.
