Wheeldon was good enough for the Hull squad but obviously JM and the coaching staff need to ensure bad habits he picked up there are coached out of him before he can be considered for the Rovers squad.
He has age on his side TBF.

im guessing richer clubs can afford the luxury of having higher paid squad players not even in the squad  |

Like as been said, FC only saw him as a squad player therefore only offered him a squad players wage. Which is why he left. |
