If the former, then Hull should be looking to take revenue from all tickets sold over the new capacity (8500?), cut with the SMC and with no benefit to Rovers. If the latter, from all tickets over the old capacity (10500ish?).

That way, you'd maximise the 'away ' support and cause the minimum of logistical difficulties (tickets have to be sold through the KC ticket office so Hull fans would merely buy their 'own' 'home' seats anyway resulting in a mixed stand) and, of course, make policing issues easier.
