That's what the early signs would suggest.
A direct comparison is difficult, because Hull lost Paea, Lineham and Westerman they had more need and scope to get a few new high earners.
Rovers needs seemed more basic, but we didn't do a great job of addressing them. So for their respective needs, I'd have to agree. Perhaps we were distracted by the cup run or delayed by having to qualify for SL 2016. In the past the club has made a virtue of securing late signings at good prices when everybody else has committed their budget - but perhaps this year there were fewer options. There are still rumours of another signing, but as far as we know we're quota'd up I can't see any obvious options domestically.

Obviously there's no intrinsic difference, but I think just in terms of rugby, experiences can shape attitudes. There are a few broad but fair generalisations that could be made about the fans that use this board, IMO - Hull fans typically took more interest in their academy team in the last couple of years than Rovers fans did in theirs, for example. More than the first team, it felt like sometimes. There was a quip a while ago, from a Hull fan, about Rovers fans always living in the past, and Hull fans always living in the future that had some truth to it, i thought.
Something like focus on the academy is very much current circumstance, but stuff that runs a bit deeper - a prolonged period out of the top flight or a run of disappointing seasons or a particular consolation to cling to, I think inevitably influences perspectives.
Again, speaking generally I found fans of City and United often lived up to their stereotypes when I lived in Manchester. Certainly not always, and I'll have been biased by what I expected to see, but it was there.

You didn't really lose any players at the end of last season who would have freed up much cap though which is presumably hy you've gone for cheap options. Hull had a big wedge available with the players who left

I still think that's up for debate after a few rounds, As I have said Hull have gone for bulk which in a 10 minute stints will go ok, once the season starts and these players have to play long stints then we will see if this was a wise option. If the reduction in interchanges comes about next year it will be even more telling.
I personally think Hull have only replaced like for like, strengthened areas they were already strong and potentially weakened the strike ability.
I've wiped the preseason out and am now willing to see how the team goes in a real game situation.

I don't think Hull have gone for bulk. manu is lighter than westerman, fonua is lighter than lineham and taylor is lighter than paea. Manu and taylor can both do long minutes and pritchard regularly did the full 80 last season in the NRL so I don't think there's any issue with fitness. What they have done is added a bit more quality and experience and got rid or a couple of players who didn't really have the right approach.
If you really think that rovers have improved their squad enough to improve their league position then good for you

Not denying our pack looks weak but the way some are talking is that hull have suddenly gone from scraping the 8 to being grand final material based on a pre season friendly.
It's far too early to start handing out trophies and relegation places before s game has been played in anger. Let's see where everyone is in April before making any big decisions.

Didn't realise we had a choice? I'd prefer St Helens pack if we had an open choice.
Its all about balance, we can all pick the best parts of any team at any particular time but thats not how it works. Am I happy with the way our squad seems to be? No. Do I think we'll be up there challengine? No But I also think we'll be better than we have shown in preseason over the course of the year.
Put it this way I'm not about to go place a bet on us finishing bottom or Hull finishing top on the back of a crap preseason. I may go out and place one on us both finishing between 7th and 10th and don't expect to be far wrong come the end of the season.
