| I would have thought someone with your financial knowlege would realis July 2013 is in the same financial year as Feb 2014, schoolboy error.
There will be retention on the project of at least a year, so there will be spend in the next financial year anyway.
Not to worry it'll be done for the World Cup anyway.

Was meaning if they're spent up now for 2012/13, and can't draw down more until April, that could be enough delay to push the opening beyond Sept/Oct. Seems at least as credible as the two weeks of snow = disproprtionate programme delays theory.

The build isn't actually delayed, it was never going to be ready for the regular season, and is on schedule for the original finish date.

The original finish date for the North Stand was according to Paul Lakin was Feb 2009, I think.
I must have misheard. I thought there was a risk it wouldn't be ready for the world cup, meaning the stand wouldn't be open for business until 2014. If it was never going to be ready, why ask the RFL for bigger games in the second half of the season?

A practice run to get all the hospitality right.
We might as well pack the FC fans in the south stand.
We could charge them £25 or £19 for any Rovers fans that may want to pay for the same view.

Just like at the KC. You did say, I think, that this project wouldn't cost the Hull taxpayer a penny. Since you've explained the cost side fully, could you also detail the repayment piece? The ERDF application showed the stand element of the build was £2m and not eligible for funding ERDF support, so presumably this is what Rovers will be repaying the council to make it cost neutral for the taxpayer? Thanks.

New stand could well equal new fans, especially if an area was used as a family stand.
You guys should know that just because you have a shiny new ground with cover from the elements that it does not attract away fans to Hull.
I would like to see the East stand extension(once built) to house away fans and allow the North stand to be mainly home fans, still a section of the stand could be used for away fans who want seats.

anyone that knows anything about local Government finance knows that it's the revenue that is budgeted anually, once we have receive the level of revenue settlement grant from Central Government (this year 21st Dec 2012) for 2013/14.
the capital fund is a carry over from year to year, and when it's gone, it's gone, we do an annual revue of capital (there is no financial year end date) and departments can put in wish lists, which cabinet grade on a needs basis ie-bridge repairs and road repairs even stadia, and they move up the list if we generate more capital, usually by sale of assets or prudential borrowing which can't be used to prop up revenue budgets ie social services or wages or even waste management.
