They tell me that you're kind of right, they're only enforceable if there is proof that you parking where you have done had had an adverse effect on that person/businesses profits.
So, Nuuk Council issuing tickets for parking in disk zone without a ticket - unenforceable. Big Bri, landlord of the Clampers Inn, clamping you for parking in his empty car park overnight - unenforceable.
But if you parked your Lamborghini in front of a warehouse goods entrance, stopping lorries getting out for deliveries. Pay up.
Poundstretcher is a funny one. If the car park is jammed with rugby fans and there's nowhere for customers to park, it'd be fair to say it'd be adversely effecting em.
