Despite the post of IHC it has nothing to do with creating an atmosphere, rather the opposite. We have a 20k suspended fine hanging over us from trouble in that stand last year. Hence this year we need to avoid that with ALL clubs.
It's a shame and no reflection on HKR just a sensible precaution and nothing to do with you childish theory.
I'm not a Rovers fan but as I understand it, away supporters are free to go elsewhere in Craven Park, as indeed they are at the KC.
