You beat me to it, its 6 overseas players with 5 max quota.
Also Tony will count on the quota, i e-mailed the RFL about the stanley gene rule and they said a player who was contracted before feb 08 can apply to be taken off the quota for the last year of their current contract, Tony could have applied to become a fed player this year but next he'll be classed as all the other overseas players.
I have the quota page on the RFL website bookmarked and a copy of the e-mail if you want a look.

What I mean is I would rather keep the final space spare incase a top Aussie player comes available, as you can get a British player whos better than him and on similar money, i.e. Maloney.

Indeed it does. I just checked the Operational Rules on the RFL website and they say the same thing. Interesting. I'd been working on the figure of 8 OS places and 5 quota places that came out when this was originally discussed.
Looks like we need to change the link in the Squad sticky.
Assuming the quota stays at 5, and I can't see anything anywhere that says different, then our last spot is indeed a quota spot.
Looks like it's bye bye Moa.

Now I [iam[/i confused, because that's completely different to how I understood the rule operated. I thought that if the player had his contract extended at the same club then it counted as continuous service and he could therefore apply to be removed from the quota.
Most puzzling.

This leaves us with one overseas spot (trained or quota) spare.

Quote Non-Federation Trained players who where in the British game before February 2008 may apply to be re-classified as Federation Trained in their final year of their current contract.
Initially this was to allow the player to continue his employment at his present club, this has subsequently been amended and the dispensation is directly awarded to player regardless of him joining a new club.
Although they may apply in their final year it does not come in to force until his contract expires in November of that year.

Im curious why Lauaki went to all the trouble to become a non fed player when it doesnt matter eitherway, unless Manu signed before 1st Feb 08(we announced his resigning 3rd Feb 08) and he's applying to become a fed player for his last year of his current contract.

I read that to mean that as long as Tony applies to come off the non-fed quota sometime this season, he comes off in November and no longer counts as an overseas player from then on regardless of who he signs for.
So he basically becomes a UK Trained player for the rest of his career, provided he applies before his current contract runs out.

Manu was in the British game before Feb 08 - we signed him from Cas.
That email you have indicates to me that both Tony and Manu can apply to come off the OS quota - Tony can apply this year to come off from next year, and Manu can apply next year to come off from 2011.
Manu will count on our OS quota next season regardless.

The only thing that's obvious in any of the statements and documentation on quotas and rule changes is that the RFL are rubbish at defining and communicating the rules. Hacked off, not least because clubs like Hull, who have worked hard to anticipate increasing homegrown and reducing overseas quotas may as well not have bothered if the likes of Tony can now get classed as UK trained. Nothing against him personally, but we've built up our homegrown player base in anticipation of everyone having to cope with fewer overseas players, and they actually don't, at least in the medium term.
