They're not linked out of necessity.
It is illegal to discriminate against people (Aussie/Kiwis/Islanders) with UK/EU/Kolpak passports. To get around this we discriminate not on the basis of nationality, but where a player learned his trade. 'Conveniently' , most of those quota-dodging Aussie/Kiwis/Islanders learned their trade with clubs belonging to another federation.
Every dispensation of this type (ie based on nationality by birth - Simon Finnigan, the Hendersons - or hypothetically national team represented, in the case of Chase), makes the deliberately flimsy but legally necessary pretence that we're not discriminating against foreigners with a legal right to work here, more difficult to maintain.

I can see why there can be a case for it in some cases (Widdop, Reed, etc), but I think it would create too much of a problem if it was set as a standard rule. The big problem is that I don't see how you'd be able to only apply it to those who get picked for England and not those who qualify and throw their hat into the ring, which would then means that anybody who qualifies will immediately do so in order to help their clubs out and increase their job security. This will then completely undermine the original intention to encourage the production of young British players, as it gives clubs a loophole to go out and replace British players with non-quota foreigners as and when one of their existing overseas players has been resident long enough and receives dispensation.

That has nothing to do with how the RFL classifies English internationals in terms of quota/non-fed regulations.

Basically what I said earlier. Let's be honest, this isn't where this problem needs addressing is it? We wouldn't be having this conversation if it weren't for the idiocy of the international game.

The point being that it [idoesn't[/i classify them in those terms. The two systems are entirely separate. There is no relationship between them whatsoever.

No. What I'm saying is that qualification for England has no relevance whatsoever to fed trained status, since the latter is all about where you were trained and nothing to do with where you were born or what passport you hold.
The quota is a different issue and depends on whether you have an automatic right to work in the EU - basically down to what passport you hold. You could make a case for removing him from that - if he isn't already off it.

He's an England player, he shouldn't be on any quota.

He's not english, his parents arent english, nor are his grandparents? The question you should realy be asking, is how the feck he is allowed to play for England, not He should be exempt from the fed trained quota becuase he plays for England.
