They want SL clubs to develope "relationships" ( feeders) with lower league sides. This would deny many players from playing the game and just make the SL club more powerful, perhaps that is the whole point.

Players that are over 20 can still be signed by the club, but in order to continue their development would have to be sent out on loan. To be honest, they'll develop a lot better at Championship sides than they will in the reserve grade. Much of the reserve grade is a joke of a standard for young aspiring players to be playing in, especially compared to the Australian counterpart.
Whether this works or not will be later seen. I'd like to judge it after rather than before. It seems to be working well in Australia.
