The stadium has a roof. That means enclosed doesnt it? A stadium like Craven Park with less than 50% of the seating/standing enclosed means it wouldnt be classed as enclosed. Every space where a fan sits in the KC has a roof covering it. How is the definition youve quoted saying anything different? My extension at home would need to be mostly covered by a roof to be classed as enclosed. I'd also have to operate a business from home for the smoking ban to be in place so highly irrelevant!

The smoking shelters have roofs so there' a bit of a hole in your argument.
Not all seats are protected by the KC roof any way. The home thing was to emphasise the 'openess' of the stadium and the flaw in your argument, so clearly relevent.

Smoking shelters arent allowed to be enclosed though are they? They arent allowed to haev 4 walls etc, the stadium has a roof thats partly enclosed and has a wall all the way around meaning its enclosed. I believe a smoking shelter must at most have 2 walls? Think we better agree to disagree, whatever happens its illegal to smoke in the KC cos they say so, whether it be by law of just by their choice.
