Same thing in essence though, isn't it?
The quota is overseas players with non-EU passports etc, so having an EU passport makes him a Non Federation Trained player (kolpak) which therefore IS an off-quota player.
I think the problem seems to be recognising the difference between quota players and overseas players, and clubs' allowances for them.

Suppose it depends on what you're looking at. By quota I would just mean any players who fall into either category where we have restricted numbers. We can only have 6 in total next year so unless Manu can apply to be exempt during this contract then we can't bring anyone else in

As far as I have read (this may have changed as it is the RFL), but next season we can have 6 non fed trained players, which is.

Correct. Also, from 2011 the total number of overseas players will be just 5 - which is the same as the maximum non-EU allowance. So from the end of next season there will no longer be a distinction between 'quota' and 'non-Fed'. In fact the RFL Operational Rules already reflect this change.

As my previous post, it seems to depend on whether Manu can apply for exemption. If not, I'm a little bit disappointed we couldn't maybe use a spot on a back.

I looked at the rules again last night and Manu can't come off the quota until his contract ends. So he will count as an overseas player next season and our allocation is full.
No more overseas signings unless someone leaves.
